A Sector Education Training Authority (SETA) must set out in its APP a reasonable estimate of discretionary grants that will be available in the sector for the training of scarce and critical skills through PIVOTAL programmes that will receive grant allocations for the training of learning and skills programmes identified as priorities set out in the SSP.
